Ministry of Finance’s Legislative Work Plan for 2024


The year 2024 marks the 75th anniversary of the founding of the People’s Republic of China and is a pivotal year for achieving the goals and tasks set forth in the 14th Five-Year Plan. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Ministry of Finance adheres to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, as well as the decisions and deployments of the Party Central Committee and the State Council. The Ministry also deeply studies and applies Xi Jinping’s thought on the rule of law, insists on proactively aligning legislative work with the overall context of fiscal reform and development, steadily advances the construction of a sound system of fiscal legal norms, and strives to enhance the quality of fiscal legislation, thereby providing solid legal safeguards for the high-quality development of fiscal undertakings.

The specific legislative work schedule for the year is as follows:

I. Actively advance the drafting of documents including the (Revised) Asset Valuation Law, the Measures for Handling Complaints and Reports Regarding the Practice of Accounting Firms and Certified Public Accountants, the Management Measures for the List of Seriously Dishonest Entities in the Certified Public Accountant Industry, and the Management Measures for Domestic Investments of the National Council for Social Security Fund.

II. Steadily advance the drafting of the following documents: the (Revised) Budget Law, the Regulations on Penalties and Disciplinary Actions for Fiscal Violations (Revised), the Interim Measures for the Assessment and Supervision of State-owned Assets in Financial Enterprises (Revised), the Management Measures for the Transfer of State-owned Assets in Financial Enterprises (Revised), the Standards for Basic Accounting Work (Revised), the Management Measures for Agency Bookkeeping (Revised), the General Rules for Corporate Finance (Revised), and the Measures for Handling Violations in the National Unified Examination for Certified Public Accountants (Revised).

3. Conduct forward-looking research on legislative issues in other areas of fiscal and budgetary management, based on practical needs.
