Xinhua News Agency, Beijing, July 31 — Xi Jinping, General Secretary of the CPC Central Committee, President of the country, and Chairman of the Central Military Commission, recently issued important instructions emphasizing that thoroughly studying and implementing the spirit of the Third Plenary Session of the 20th CPC Central Committee is a major political task for the entire Party and the whole nation both now and in the period ahead. The central and state organs are the “first mile” in carrying out the decisions and deployments of the Party Central Committee, and they must take the lead in studying, publicizing, and implementing the spirit of the Third Plenary Session.

Xi Jinping emphasized that, on the new journey of a new era, we must uphold and strengthen the Party's overall leadership and the centralized and unified leadership of the Party Central Committee. We must deeply understand and grasp the theme, major principles, key measures, and fundamental guarantees for further comprehensively deepening reform, and take the lead in further deepening reform and promoting Chinese-style modernization, setting an example for others to follow. We must thoroughly implement the Party Central Committee’s important ideas on Party building and its important thoughts on the Party’s self-revolution, summarize and effectively apply the practical experiences gained from implementing the spirit of the Party Building Work Conference held by the central and state organs, deepen institutional reforms in Party building, take the lead in upholding the “two safeguards,” take the lead in deepening theoretical education, take the lead in consolidating the grassroots foundation, take the lead in rectifying conduct, enforcing discipline, and combating corruption, and comprehensively enhance the quality of Party building within government agencies. A symposium on studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Party and promoting high-quality development of Party building within central and state organs was held in Beijing on the 31st. Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Party Committee of Central and State Organs, attended the meeting, conveyed Xi Jinping’s important instructions, and delivered a speech.

Cai Qi pointed out that central and state organs must raise their political awareness, comprehensively study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee as well as the important instructions of General Secretary Xi Jinping. They should deeply recognize the significant importance of the Third Plenary Session, thoroughly grasp General Secretary Xi Jinping’s new ideas, new perspectives, and new judgments on comprehensively deepening reform, and profoundly understand the rich implications of the Decision adopted at the Third Plenary Session. It is essential to align thoughts and actions closely with the Party Central Committee’s decisions and deployments. We must fulfill our missions and tasks, firmly uphold the political direction, strengthen principal responsibility, rigorously ensure the implementation of reforms, adhere to scientific approaches, and fully mobilize the enthusiasm, initiative, and creativity of Party organizations at all levels as well as Party members and cadres in promoting reform and development. Cai Qi fully affirmed the practices and achievements of various departments in recent years in implementing the important speeches, instructions, and directives of General Secretary Xi Jinping on Party building within government organs. He emphasized that Party organizations at all levels in central and state organs, as well as the vast number of Party members and cadres, must strengthen their political loyalty and enhance their political capabilities; deeply grasp the decisive significance of the “Two Establishments”; continuously reinforce the “Four Consciousnesses” and firmly uphold the “Four Confidences,” thus taking the lead in practicing the “Two Safeguards.” It is essential to closely align with our responsibilities and roles, deepen theoretical education, establish long-term mechanisms for forging souls through study, enhancing wisdom through study, rectifying conduct through study, and promoting action through study; and strengthen education and guidance for young cadres. We must simultaneously address shortcomings, bolster strengths, improve quality, and enhance functionality, thereby solidifying the foundation at the grassroots level.
