On August 2, the Xi'an Municipal Justice Bureau organized and convened the first session of the second membership congress of the city’s Forensic Expertise Association, successfully completing the leadership transition. Gao Wei, Director of the Public Legal Services Management Division of the Provincial Department of Justice, attended the meeting to provide guidance. Wang Xiongao, Secretary-General of the Provincial Forensic Expertise Association, delivered a speech at the meeting. Su Guofeng, Director of the Municipal Justice Bureau, attended the meeting and delivered a speech. The meeting was chaired by Lei Jingru, Deputy Director of the Municipal Justice Bureau. More than 300 professionals from the city’s forensic expertise sector participated in the meeting.

The conference reviewed and approved the “Work Report of the First Council of the Xi’an Judicial Expertise Association,” the “Financial Work Report of the First Council of the Xi’an Judicial Expertise Association,” the “Articles of Association (Amendment) of the Xi’an Judicial Expertise Association,” the “Administrative Measures for the Collection and Expenditure of Membership Fees of the Xi’an Judicial Expertise Association,” and the “Election Procedures for the Second Congress of Members of the Xi’an Judicial Expertise Association.” The conference also elected the new council, supervisory board, and leadership team of the Xi’an Judicial Expertise Association. Liu Xinsha was elected as the president of the Xi’an Judicial Expertise Association, and Suo Pengbin was elected as the chairman of the supervisory board.

In his statement, Liu Xin She said that he would work closely with the new leadership team of the association, striving together with them in unity and determination, pioneering boldly, taking on responsibilities courageously, and living up to the trust placed in them. He pledged to further intensify efforts in strengthening capacity building and forging a highly competent team, make concerted efforts to tackle key challenges, and strive for new breakthroughs in promoting high-quality development of forensic expertise.

Su Guofeng pointed out that over the past four years, the first board of directors of the Municipal Judicial Expertise Association has led its member units to continuously standardize the order of the city’s judicial expertise industry, focused on enhancing the quality of services and the level of expertise in the city’s judicial expertise sector, and made arduous efforts and positive contributions to deepening the reform of the judicial expertise system and safeguarding judicial fairness throughout the city.

Su Guofeng emphasized that the new council should place greater emphasis on political leadership, strengthen and improve Party-building work, and strive to build a high-quality team of forensic experts who are “politically strong, professionally proficient, characterized by excellent conduct, and committed to impartial practice.” The council must demonstrate its sense of responsibility toward the industry, actively support economic development, focus on the central tasks of the Municipal Party Committee and Municipal Government, and help Xi'an create a first-class business environment that is market-oriented, rule-of-law-based, and internationally competitive. It is essential to remain firmly committed to serving the people, diligently cultivate a positive public image, continuously enhance the quality of forensic services, and ensure that every member of the public feels fairness and justice in each forensic case they encounter. We must reinforce association building, comprehensively strengthen industry management, promptly refine the composition of various specialized committees, and ensure that both the association itself and its internal departments operate in a standardized and orderly manner. We need to intensify efforts in integrity assessments and case file reviews, thereby promoting law-abiding and trustworthy practices among forensic institutions and practitioners. We must also strengthen the management, education, and professional ethics development of the forensic expert workforce, striving to foster an industry ethos characterized by lawful practice and enthusiastic service. Finally, we must bolster oversight and supervision, enhance guidance and administrative oversight, and drive high-quality development of the city’s forensic industry.
