(1) Analysis of the Asset Valuation Agencies Involved in Administrative Penalties
1. Regional Distribution of Asset Valuation Firms
From 2021 to 2023, a total of 93 instances of asset valuation agencies received administrative penalties—18 instances in 2021, 26 instances in 2022, and 49 instances in 2023. These agencies were distributed across 25 regions, with the top five being Shanxi, Hunan, Beijing, Jilin, and Sichuan.

2. Operating revenue of asset valuation agencies
Among the asset valuation agencies that received administrative penalties, the largest number—45 instances—were those with annual revenues between 1 million and 5 million yuan; followed by asset valuation agencies with annual revenues below 1 million yuan, totaling 32 instances; and then those with annual revenues between 5 million and 10 million yuan, accounting for 10 instances.

3. The number of asset appraisers in asset appraisal institutions
Among the asset valuation agencies that have been subject to administrative penalties, the largest number—48 instances—were those with five or fewer asset appraisers; followed by agencies with between five and ten appraisers, totaling 38 instances; and then agencies with between ten and fifteen appraisers, accounting for 6 instances.

4. The number of asset valuation reports issued by asset valuation agencies
Among the asset valuation agencies that received administrative penalties, the largest number—34 instances—were those that issued between 10 and 50 reports; followed by agencies that issued 10 or fewer reports, with 25 instances; and then agencies that issued more than 100 reports, with 20 instances.

(2) Analysis of the Asset Appraisers Involved in Administrative Penalties
1. Regional distribution of asset appraisers
The administrative penalties involved a total of 148 instances of asset appraisers: 18 instances in 2021, 42 instances in 2022, and 88 instances in 2023. These instances were distributed across 20 regions, with Shanxi having the highest number at 23 instances; followed by Hunan and Beijing, each with 15 instances; and then Yunnan and Sichuan, each with 13 instances.

    2. Age distribution of asset appraisers
Among asset appraisers who have been subject to administrative penalties, the largest group—69 instances—was comprised of appraisers aged 50 to 60; followed by appraisers aged 40 to 50, with 46 instances; and then appraisers aged 60 to 70, with 18 instances.

    3. Years of practice as an asset appraiser
Among asset appraisers who have been subject to administrative penalties, the largest group—64 instances—consists of appraisers with over 20 years of practice; followed by those with 10 to 15 years of practice, totaling 29 instances.

   4. Professional Experience of Asset Valuers
Among asset appraisers who received administrative penalties, the largest number—29 instances—were those who had changed firms twice. Next were asset appraisers who had changed firms once (25 instances) and those who had not changed firms at all (19 instances).

(3) Analysis of the asset valuation reports involved in administrative penalties.
1. Regional Distribution of Asset Valuation Reports
The administrative penalties involved a total of 166 asset valuation reports: 15 in 2021, 51 in 2022, and 100 in 2023—showing a year-on-year increase. These reports were distributed across 23 regions, with Shanxi having the highest number at 43; followed by Hunan with 21; and then Sichuan with 15.

2. Types of Asset Valuation Reports
Among the types of business involved in administrative penalties, real estate asset valuation reports accounted for the largest number, totaling 40; followed by enterprise value asset valuation reports, with 34; and then machinery and equipment asset valuation reports, with 30.
